WBYA operates under the sponsorship and financial support of West Bloomfield Schools, the City of Keego Harbor, the City of Orchard Lake Village, West Bloomfield Township, and the Oakland County Circuit Court-Family Division with funding supplied through the Oakland County Board of Commissioners.

The pre-school facilities areMore attached to two different elementary schools within the district, Conant Elementary School and Lone Pine Elementary School in West Bloomfield. Enrollment is tuition-based and open to both resident and non-resident families, with programs offered for infants, toddlers, and pre-schoolers, as well as summer camp and special classes. In June 2010, the pre-school became a fully authorized International Baccalaureate Primary Years Programme school.

The Center also offers services to the community at-large, including offset printing, copy services, video taping/producing/editing/duplication, and technical coordination of theatrical auditorium events.
